Globus error 17: the job failed when the job manager attempted to run it

As seen in Condor logs as used in ATLAS pilot submission or in the output of glite-wms-job-logging-info -v 2 for a gLite WMS job:

Diagnosis
This can be caused by PBS/Torque's qsub (or equivalent commands for other batch systems) failing due to:
- a limit on the number of jobs for the grid account to which the user is mapped;
- the corresponding queue being disabled.
An example of the latter:
$ echo date | qsub -q atlas qsub: Queue is not enabled MSG=queue is disabled: user atlas011@some-CE, queue atlas
