ARC 5.3.0 (15.03u13) is still in EPEL testing, and has been stopped from progressing further. This was the release related to the continued openssl suppport.
ARC 5.3.1 (15.03u14) will soon be released, fixing the issues we have had with ARC 5.3.0 (15.0u13). We aim for a release within a couple of days.
Issues in 5.3.0 regarding memory leaks were found and now fixed. Still working on issues related to crashes and hangs. Hope to have 5.3.1 out in not too long. 
5.3.0 will therefore be retired and replaced by 5.3.1.
