Introduction
By introducing an EGI scope into GOCDB there is logically a non-EGI scope available for data. This will be used to store topology information for GOCDB objects that aren't a part of EGI but will be used by other tools.
Adding the EGI scope invalidates some existing assumptions about the GOCDB PI queries. For example currently all GOCDB PI queries return EGI topology information. We will provide an alternative mechanism for showing non-EGI data through the PI.
